The BRICS cooperation mechanism, born from the collective rise of emerging markets and developing countries, has evolved over nearly two decades from a conceptual vision into the new era of "Greater BRICS Cooperation". It has exerted profound influence on global geopolitical dynamics and development partnerships and become a hallmark of collaboration and unity for the Global South.
The "Greater BRICS Cooperation" transcends mere membership expansion; it signifies an upgraded cooperation mechanism embodying: Boosting (economic dynamism), Reformative (institutional innovation), Inclusive (partnership-building), Cooperative (multidimensional synergy) and Sustainable (future-oriented growth).
"Boosting" stands for the greater BRICS' resolve to inject robust impetus into global development. The greater BRICS has relied on a diverse set of platforms—including the Business Forum, the Economic and Foreign Trade Ministers' Meeting, and the Finance Ministers and Central Bank Governors Meeting, and the Transport Ministers' Meeting—to continuously deepen economic and financial collaboration. This robust engagement has yielded new advances in macroeconomic policy alignment, trade, financial cooperation, and New Development Bank (NDB) operations, thus supporting the sound and stable development of BRICS economies.
"Reformative" signifies the greater BRICS' commitment to global governance transformation. The greater BRICS have progressively strengthened coordination mechanisms and platforms through foreign ministers' meetings and high-level security representative conferences. This has led to broader political-security dialogues and deeper cooperation in fields such as counterterrorism, anti-corruption, and cybersecurity, creating a new path to security that features dialogue over confrontation, partnership over alliance, and win-win over zero-sum.
"Inclusive" demonstrates the greater BRICS' commitment to openness and cross-civilization dialogue. The greater BRICS respect each other's cultural diversity and have further strengthened the institutional functions of mechanisms such as the Meeting of Culture Ministers, the Meeting of Tourism Ministers, and the Meeting of Education Ministers. Member countries have deepened dialogue and exchange across broader fields, including media, culture, arts, think tanks, education, youth engagement, people-to-people ties, and tourism. These efforts place great emphasis on cultural heritage, innovation, and mutual learning, which have significantly enhanced mutual understanding, friendship, and cooperation among member countries.
"Cooperative" exemplifies the greater BRICS' modern interpretation of partnership. Through the progression from four to five member states and the evolution from the "BRICS Plus" framework to the greater BRICS cooperation, the bloc has set a benchmark for unity, collaboration, and mutual benefit for the international community. The BRICS countries have actively spoken out for the Global South, pushed for the inclusion of global South priorities such as poverty reduction, financing for development, food and energy security, and climate change into the G20 agenda, helped developing countries carry out cutting-edge scientific and technological innovation, and committed to providing support and assistance to developing countries and the least developed countries.
"Sustainable" shows the greater BRICS' focus on long-term progress and future well-being. Embracing the principles of common but differentiated responsibilities and respective capabilities, BRICS countries are enhancing policy alignment and collaborative projects in clean energy, ecological preservation, and climate action, all with a commitment to protect our shared planet. The BRICS countries held the Meeting of Environment Ministers, stressing the need to abide by the objectives, principles and provisions of the United Nations Framework Convention on Climate Change and its Kyoto Protocol and Paris Agreement, and promoting the landmark Kunming-Montreal Global Biodiversity Framework.
Today, as the BRICS cooperation mechanism enters a pivotal phase of continuity and renewal, the "Greater BRICS Cooperation" demonstrates compelling vitality, representativeness, and inclusivity. Facing transformations unseen in the world, our times, and history, countries across the globe—particularly developing countries—view the BRICS mechanism with optimism. They look to BRICS countries to become models of unity and self-strengthening, a guiding force for the Global South, and builders of a more equitable world jointly advancing humanity toward a brighter future of peace, stability, prosperity, and progress.
